🌿ANSWER
Allaah Subhaanahu wa Ta’aala descends to the first heaven as befits His Might and Majesty to the first heaven. That much is true.
HOWEVER, this does NOT only happen on the night of the fifteenth of Sha'baan.
Rather it happens every single night of the year.
🍃 The Prophet (Sal Allaahu Alayhi wa Sallam) said:
“The Lord descends EVERY NIGHT to the lowest heaven when one-third of the night remains and says: ‘Who will call upon Me, that I may answer Him? Who will ask of Me, that I may give him? Who will seek My forgiveness, that I may forgive him?’”
(Saheeh al-Bukhaari, Muslim)
So Allaah Subhaanahu wa Ta’aala descends EVERY night as befits His Majesty, to answer our prayers.
It is NOT something specific or special for the fifteenth of Sha’baan.
Therefore there is NO special ibaadaat, no special duaas or prayers to be done on the night of the fifteenth of Sha’baan.
🍃When someone asked Abdullaah ibn Mubaarak about the descent of Allaah “specifically” on the night of the fifteenth of Sha'baan, he got UPSET and SCOLDED him:
"O weak one! The night of the fifteenth?! He descends every night!"
The REALITY is that Allaah Subhaanahu wa Ta’aala descends to the first heaven
every single night of the year.
That’s why we’re encouraged to wake up in the last part of the night, EVERY night and pray Tahajjud, beg Allaah for forgiveness and make lots of duaa.
Do this EVERY SINGLE NIGHT, not just one night of the year.
Follow the Sunnah; NOT the people.
And Allaah knows best.
